Major Skills Update: Introducing Mining and Smithing with Enhanced Banking Features

The following updates have been applied by Mod Alycia:

- Mining skill!
-> You can now mine various ores around the world! While we aren't 100% sure if all rocks are mineable, we are working on getting the rest of the data dumped and added. All code credits to @haydar, and https://www.rune-server.ee/runescap...smod-mining-plugin-base.html?highlight=mining
- Smithing skill!
-> In addition to mining, you can now smith all of the basic items (edge cases, and things such as goldsmith gauntlets are due to come at a later date). The smelting portion of this code has code credits to Triston Plummer.

- You can now use bank withdraw-x, or deposit-x
- Fixed an issue with imps dropping more wizard hats than necessary
- Fixed a dupe with trading
- Fixed an issue with trading not closing properly
- Shop sell prices are now based on stock
- Fixed an issue with trying to bank with bank npcs
- Added the rest of the bank counter objects at Draynor
- Added `mypos command to provide you insight on your coordinates (will be handy when reporting bugs)
